Speaking at a solemn occasion marking June 12 Democracy Day at the National Assembly, Tinubu emphasized that democracy thrives on tolerance for diverse opinions, even when they are harsh or unflattering.

The President’s words come at a time when tensions surrounding free speech are intensifying, especially in Nigeria’s political sphere. Tinubu underlined that even the fiercest opponents often provide valuable insights that can strengthen governance. “Do not be afraid to hear an unkind word spoken against you. Some of the best advice a politician gets sometimes comes from his most ferocious opponents,” he said passionately, advocating for an environment where dissent is not only protected but encouraged.

However, amidst these reaffirmations of democratic principles, controversy has erupted involving the leadership of Niger Delta Presidential Amnesty Programme. Dennis Burutu Otuaro, the Administrator of the Amnesty initiative, has come under severe criticism for his alleged misuse of authority and actions that seem to contradict President Tinubu’s calls for tolerance and inclusion.

Otuaro reportedly ordered the arrest of Owus Owupele, a former agitator who has publicly voiced concerns about the Otuaro's policies, including the recent increase in the Amnesty Programme budget from 65 billion to 115 billion naira—an increment that some citizens believe should translate into better welfare for ex-agitators. Owupele, known for standing up against what he perceives as mismanagement within the program, was reportedly detained on Friday, June 6, 2025, at his residence in Bayelsa State and later transferred to Abuja.

Critics argue that Otuaro’s actions reflect a troubling trend of suppressing legitimate voices of dissent. Owupele’s detention has raised eyebrows across Nigeria, especially given previous allegations of misappropriation of funds within the Amnesty programme, in which Otuaro himself has been criticized heavily.
